Talk to Pete Noggle, who’s having some issue with Fishman disrupting his peaceful fishing.  Return to Pete after you finish each quest.

Bait and Switch: Collect 15 Fishman Scales dropped from River Fishman.
Restocking: Get 10 Live Fish from Zardman Fisher.

Spear Sabotage: Collect 5 Broken Spears by defeating Zardman Fishers.
Relaliation: Get Kuro's Tentacle from Kuro.
Fishing Bait: Fight Kuro again for 3 Kuro's Tails.

Flood of Power: Collect Water Elemental Essence from the Water Elemental.  (Legend Only)
